Who We Are

Preparation before a disaster is critical to community survival and recovery.  As such, KAP will promote individual and family preparedness through fairs and presentations at community and business events.  KAP will raise funds for marketing materials and printing of handouts for use at fairs and presentations.  In addition, KAP will outreach to community-based groups (unincorporated and incorporated nonprofit associations) to identify and support in equipping those interested in providing response or recovery services. Each group may first be asked to identify readily-available resources they can obtain on their own.

KAP will attempt to raise funds to support the equipping of these community-based response and recovery groups by purchasing supplies and equipment, developing action plans, and/or coordinating training.  For example, KAP may purchase supplies for use by the Kailua Community Emergency Response Team (CERT) for search and rescue and disaster medical operations to save lives during the response phase of a disaster.  Also, KAP may purchase safety and traffic control supplies, develop action plans, and/or train community-based groups to operate community points of distribution (CPOD) during the recovery phase, or aftermath of the disaster.  KAP may also purchase a used shipping container to store and maintain supplies and equipment it purchases.

KAP recognizes that when a major disaster impacts Oahu or the state as a whole, government and nonprofit disaster relief agencies will lack the necessary resources to immediately meet all the humanitarian needs.  As such, KAP will assist by providing information and coordinating distribution of resources (but will not itself provide recovery services).  For example, KAP will notify City & County of Honolulu, Department of Emergency Management (DEM) of the number of casualties needing food, water, medical, or other services.  DEM will then notify the appropriate service agencies/providers of the need.  To efficiently distribute life-saving services, KAP will assist the service agencies/providers with identifying CPODs and directing impacted residents to those locations. 

Service agencies/providers are made up of government, nongovernmental, nonprofit, private (for-profit), and unincorporated nonprofit organizations.  Examples include, but are not limited to, the following:

Nonprofit

  • Hawaii State Voluntary Organizations Active in Disasters
  • American Red Cross
  • Medical Reserve Corps
  • Hawaiian Humane Society

Unincorporated Nonprofit Associations

  • Kailua CERT
  • Kailua Amateur Radio Committee
  • Other community-based organizations, yet to be identified.

What We Do

In the event of an island (Oahu) or state-wide major disaster (such as a tsunami or hurricane) – one that exceeds the capacity and capability of government to respond to emergencies in a timely manner – Kailua Alert & Prepared (KAP) recognizes that Kailua residents will need to fill the gap between the time of the disaster and the time when outside help arrives.  To fill this gap, KAP has a three-fold mission that helps Kailua residents prepare for all-hazard events by:

  1. Promoting all-hazard preparedness;
  2. Equipping Kailua-based response and recovery groups; and
  3. Coordinating the distribution of essential and life-saving resources during the recovery phase of an event
